Katori is the place where there had been a large bay called "The Sea of Katori" until the middle ages. It is also famous for the old Shinto shrine "Katori Jingu" which is still now showing us many secrets of ancient times.
For example, how the battleship gained its energy to move the big and heavy hull forward to the islands far from Japan and to keep going its mission in the midst of the world-war-II.
I guess, without the ancient technologies buried under the seabed of Katori, Japan might have not begun the misery war?
WWII maybe the war carefully prepared as the stage of releasing those techs to kill as many people as possible with using them.
You don't have to worry about it, however, once the knowledge of the techs were opened to the public, anyone can easily cease the function of them in a moment. Even I can do it :-)
